Combine the cream cheese, chopped shallot, snipped chives, and black pepper. Cut the puff pastry into circles, about 12 inches each.

Spread a layer of the cheesy mixture over one pastry circle. Place the smoked salmon on top, then cover it with the second pastry circle.

Slice 16 even strips starting from the middle outward, then twist each one gently to create a pattern. Make a small vent hole in the center.

Brush the top with the egg wash mixture, sprinkle on the poppy seeds, and bake it in a 350°F oven for 30-35 minutes, or until it's beautifully golden.
