Preheat oven to 450°F.

In a medium bowl, dissolve yeast and sugar in warm water. Mix well and let bloom for 10 minutes. Stir in flour, oil, and salt. Mix until fully combined. Let stand for 5 minutes.

Transfer dough to a floured surface and stretch into a large circle. Lightly brush olive oil over the pizza crust and use a fork to poke holes in the dough. Lightly flour a pizza pan and place dough on top. Bake for 10 minutes. Remove from oven and set aside.

In a large pan, heat oil. Add flank steak, sliced onions, and sliced bell peppers. Cook until veggies are tender and steak is mostly cooked. Remove from pan and set aside.

In the same pan, keeping the oil or drippings, add heavy cream and milk. Stir well and cook over medium-high heat until sauce boils. Add Parmesan and ¼ cup mozzarella cheese. Stir until cheese melts, then lower heat to low-medium. Add seasonings, stir well, and simmer for 4-5 minutes.

Spoon sauce onto pizza crust, spreading evenly and leaving 1 inch from the edge. Place sliced provolone over the sauce, covering it completely. Spread the steak and veggie mixture over the cheese. Sprinkle with 1 cup of mozzarella cheese.

Place pizza in the oven and bake for 12-15 minutes or until the crust is golden brown. Remove from oven, slice, and serve.
